Minutes for Technical Committee 10.9
2001 ASHRAE Summer Meeting in Cincinnati, OH
June 25, 2001
Call to Order by Brian Webb, 4:17. Opening remarks by Brian Webb and introductions.
George Briley (RAC): Update as follows:
834 RP: Report reviewed yesterday. Gordon Follette suggested that the Poultry Chapter be held until November for updates arising from final report submission. 1123 RP: Final report approved. Changes to be completed by next meeting. 1138 RP: Final report set to Bill Seaton. TC10.9 needs to approve report.
George noted that funds for research are limited this year. RTAR’s need to be detailed. Guidelines have been passed on to Gordon Follette.
Ron Vallort: Milt Garlen award has been changed from PAOE to a “Project Award” Projects ranging from 1 month to 36 months. Entries to be submitted via local chapters through TEGA or Refrigeration. Refrigeration Committee to judge projects with awards presented at the annual winter meeting. Entries need to be submitted by September.
ASHRAE web page to summarize courses and conferences available through any arm of society. May be possible to post links.
There is a general feeling that the Handbooks are becoming too theoretical. Society is asking each TC to review their chapters with this in mind and to apply any “rules of thumb” were they can.
IIR Conference in DC in 2003. Ron distributed pamphlets for information.
Brian Webb: reviewed minutes of previous meeting (January, 2001).
Motion: Ron Vallort, “Moved that minutes be approved as is.” Second: Bryan Becker. Vote: For: 8, Against: 0, Abstain: 0. Motion passed
Chairman’s Report: Brian Webb
Handbook Committee, new ideas in the works that may allow any chapter to be updated at any time via Web page. More info to follow next meeting. Brian commented on the success of the morning’s seminar with overall positive comments and an attendance of about 45 persons.
Sub-Committee Reports:
Research: Gordon Follette, TRP 1138, Final report was due in February but was not shipped out in time. Work will be incorporated in Chapter 14 for 2006. Gordon noted that report needs to be voted on and recommended approval as submitted. Gordon also noted that a technical paper is still required.
Motion: Gordon Follette, “Move that 1138 TRP be approved as submitted in February”. Second: Rex Noble. Vote: For 6, Against 0, Abstain 0. Motion passed.
Long-range research program needs to be submitted by August 2, 2001. See attached research plan document. Gordon noted that the RTAR for item #1 was submitted after the winter meeting and was given a priority by Society. Gordon also noted that this RTAR has some crossover with TC10.8 and that some dialogue should be pursued with TC10.8.
Brian Webb commented that the forum held during the winter meeting clearly shows that we need to proceed on this issue.
General discussion followed on this submission.
Gordon noted that 1229 URP was shelved in January under the understanding that it would reviewed at this meeting.
Bryan Becker suggested that 1229 URP be put back into the system.
Douglas Reindl noted that 1229 URP had been reject by Bill Seaton earlier in the year. Gordon noted that it was his understanding that the URP was ”tabled” by TC10.9 and that a submission or recommendations on its acceptance had not been made to Seaton.
Motion: Rex Noble “Move that 1229 URP be submitted to RAC for approval”. Second: Gordon Follette. Discussion: Review of URP scope and possible conflicts with other research currently in the system. Discussions could not reach a conclusion on a recommendation for the URP. Motion withdrawn.
Subcommittee on 1229 URP scheduled as separate meeting for Tuesday, June 26th at 1200 noon to review URP and make final recommendations to TC10.9.
Clark Bullard: Presented certificate to Brian Webb for his contributions to ASHRAE and the technical committee.
Handbook: Brian Webb reported that all 18 chapters had been reviewed and approved for submission. Gordon Follette to submit all outstanding chapters.
Programs: Ed Fuhrmann noted that the program is open at this point for Atlantic City. Brain Webb noted that a joint TC10.5 and TC10.9 sponsored seminar was in the works and details would follow.
Standards: Brian Webb noted that SPC 165P (drinking water cooling) is not part of the scope of TC10.9. Society has not found a home for this chapter. Brian Webb will write a letter recommending that TC7.1 look at it.
Journal: Rex Noble reported that Bryan Becker research articles will be in the journal over the next several months.
Old Business
Dan Dettmers would like contact information for inclusion on the Web page. Discussion on web page content followed. Dan noted that he will post programs and previously approved research on the web page.
New Business
Ed Fuhrmann: got a call from HQ on monitoring control of temperatures of product during shipping. Possible topic of a paper. Brain Webb: Formally passed on chair to Bryan Becker.
