2003 ASHRAE Annual Meeting in Kansas City, MO
June 30, 2003

  1. Welcome and Introduction:

    The meeting was called to order by Chairman Buzz Schaeffer at 2:15 p.m. A sign-up sheet was circulated. Members and guests introduced themselves and their company affiliation.

  2. Review and Revise Agenda:

    Chairman Schaeffer introduced the agenda. It was agreed that discussions on an update of Standards 8.10 and 8.20 would be removed. No further changes were noted.

  3. Recognition of Liaisons and Announcements:

    Clark Bullard, our TAC Section Head, presented Buzz Schaeffer with a plaque of appreciation from ASHRAE for his time served as Chair of TC 10.7. No other committee liaisons were present.

  4. Membership:

    It was determined that 6 of 11 voting members were present and constituted a quorum.

  5. Minutes: (D. Hinde)

    Written copies of the minutes of the TC 10.7 Meeting at the 2003 ASHRAE Winter Meeting in Chicago were distributed for review prior to the 2003 Annual meeting. D. Hinde summarized the minutes. The following changes were requested.

    In section 6b, the report by C. Gage on activities of the Research Committee, references to approval by the "Research Committee" will be changed to read "Research Administration Committee". The sentence detailing the vote count for the Priority 1 project will be revised to read "The project was rejected by the Technology Council." In section 6d, John Gallaher's first initial will be corrected in the section title. In M. Martin's report on Standard 32.1, "Standards Committee" will be changed to "Project Committee". In the report on Standard 29, the sentence reading "The Standards Committee feels that this overseeing committee is not appropriate and would like TC 10.7 to be the cognizant committee" will be struck.

    A motion to approve the minutes as changed was made by M. Martin and seconded by V. Baxter. A vote on the motion was approved unanimously.

  6. Committee Reports:
    1. Program Committee (H. Henderson)

      2003 Annual Meeting in Kansas City, MO
      One program sponsored by TC 10.7 was presented on Sunday. Seminar 3, "Energy Efficiency Opportunities in Supermarket Display Cases" The program attendance was not tremendous, however the presentations were very well received and generated favorable responses.

      2004 Winter Meeting in Anaheim, CA

      A Symposium for this meeting was ruled out due to an insufficient number of papers left over from P. Hrnjak's Symposium on "Advanced in Supermarket Refrigeration" presented at the Chicago meeting. H. Henderson had one paper that could relate to this topic but this would not be ready by the deadlines for the Anaheim meeting.

      A Seminar was suggested by R. Faramarzi as a follow-up to the Seminar presented Sunday on the energy efficient display case project he is currently working on. The program could consist of a presentation by himself on the enhanced prototype case being built and possibly include experimental results. He could likely get H. Navaz to present further developments on air curtain analysis and optimization. C. Bullard volunteered to present a discussion of coil optimization techniques. For a fourth presentation, R. Faramarzi could present information on a new project just started regarding energy efficiency opportunities for soft drink vending equipment. A title to incorporate these was formed as "Toward More Efficient Refrigerated Display and Vending Equipment". D. Hinde volunteered to chair this program.

      Two Forums suggested at previous meetings titled "What's Needed for Controls and Fault Detection for Commercial Refrigeration Installations" and "Self-Contained Systems and Energy Efficiency" were brought up by J. Gallaher. These programs were being saved for a Winter Meeting for better attendance by end users. The Forum on controls and fault detection was favored and could also yield good information for our current Priority 2 research project on "Best Practices for the Start-Up and Operation of Commercial Refrigeration Equipment". J. Gallaher volunteered to chair this Forum.

      A motion was made by H. Henderson to submit the following program package for the 2004 Winter Meeting:

      1. A Seminar titled "Toward More Efficient Refrigerated Display and Vending Equipment" chaired by D. Hinde.
      2. A Forum titled "What's Needed for Controls and Fault Detection for Commercial Refrigeration Installations" chaired by J. Gallaher.

      The motion was seconded by D. Hinde. A vote on the motion was approved unanimously. It was recommended that a time slot on Monday be requested for these programs to ensure better attendance from end users. The program package for this meeting is due to ASHRAE by August 8, 2003.

      2004 Annual Meeting in Nashville, TN
      If the Seminar above is rejected for the Anaheim meeting, it can be resubmitted for the Nashville meeting. The program package for this meeting is due to ASHRAE by February 14, 2004.

      2005 Winter Meeting in Orlando, FL

      Hugh will submit a "call for papers" for this meeting in the ASHRAE Journal. Information from R. Faramarzi's energy efficient display case project could potentially be included in a Symposium.

    2. Research Committee (H. Henderson for C. Gage)

      Current Priority 1). "Benchmarking Energy Use in Supermarkets"
      Cynthia Gage made a presentation to the Technical Council on this project, however it was again rejected in a revote. Reasons for the ruling included
      - The project "still benefits supermarkets who don't contribute to research funds"
      - The project has "too many variables to get anything useful out of it"
      As this was the second vote on this project, it cannot be appealed again and is considered dead. If we believe strongly in the project, one option is to revise the work statement and submit it as a new project though this seems unlikely to change the outcome.

      Current Priority 2). "Best Practices for the Start-Up and Operation of Commercial Refrigeration Equipment"
      The Work Statement for this project was written by John Gallaher and is largely parallel to the scope from ASHRAE Guideline 1-1996, "The HVAC Commissioning Process". The section on "level of effort" still need completion so no vote can take place today to approve this work statement. Cynthia Gage will assist with the completion of this section. It was also unclear if the RTAR for this project had been approved yet. Once completed, a vote via email can be used to approve the statement by TC 10.7. The final version of the work statement is due to ASHRAE by Sept. 6, 2003 in order to be considered at the Research Council's October meeting.

      ASHRAE has requested a listing of ten projects for long-term planning. The only project brought to the table was a previous topic on a "Survey of Medium-Temperature Display Cases" though no RTAR was ever written for this.

      Hugh Henderson made a motion to make the "Best Practices" project our new Priority 1 Research Project, though it was not clear if this is necessary or if it is assumed. The motion was seconded by Michael Martin. A vote on the motion was approved unanimously.

    3. Handbook Committee (R. Faramarzi)

      Feedback from ASHRAE has included a request that all handbook chapters are reviewed within one year. Committee members interested in assisting with this should contact Ramin and volunteers included Buzz Schaeffer, Van Baxter, Dave Hinde, Dan Tamburino, and Dave Menninger.

      Chairman Schaeffer noted that 92% of ASHRAE members still request hard copies of the handbook. ASHRAE is trying to encourage the transition to electronic versions and integrate more useful tools including notations for updated standards, key words, and references to other standards and handbook chapters.

    4. Standards Committee (V. Baxter)

      Standard 117 - Method of Testing Closed Refrigerators
      The new revision of this standard has been published and is available in the ASHRAE Bookstore.

      Standard 72 - Method of Testing Open Refrigerators
      SPC-72 held a meeting on Sunday and now has a working draft to combine Standards 72 and 117. John Rasch, chairman of this committee, summarized the meeting. The current plan is to continue revisions to the draft via conference call on July 23, 2003 in order to have a final draft to ASHRAE by August 22, 2203 so that the draft can be published for public review.

      Standard 32.1 - Methods of Testing for Rating Bottled and Canned Beverage Vending Machines

      Standard 32.2 - Methods of Testing for Rating Pre-Mix and Post-Mix Soft-Drink Vending and Dispensing Equipment
      M. Martin reported that Standard 32.1 is in the public review process and comments are being considered. A second public review will likely be required and they are also attempting to have the draft submitted by the Aug. 22 deadline. Standard 32.2 has been approved publication.

    5. Webmaster (C. Roberts)

      The hosting of our TC 10.7 website has been moved from the University of Wisconsin to ASHRAE and the address has changed to: www.tc107.ashraetcs.org

      This site now includes sections for:
      - Minutes from previous meetings
      - Membership
      - Scope of Committee
      - Handbook Chapters

      We are limited by ASHRAE to 20 Mb total. Contact information for committee members will not be posted without individual approvals. Any comments from committee members will be appreciated.

  7. New Business

    An announcement was made for the 21st International Congress of Refrigeration to be held in Washington, DC on August 17-22, 2003. At least two sessions will deal specifically with supermarket refrigeration.

    H. Henderson announced an open house for a DOE demonstration project using combined heat and power systems to be held July 9, 2003 at an A&P/Wauldbaum's supermarket. Hugh can be contacted by email for additional information.

    As Buzz Schaeffer is stepping down as Chair of TC10.7, we will have to elect a new Chairman. A motion was made to nominate John Gallaher to this position by H. Henderson and was seconded by D. Menninger. A vote on this motion was approved unanimously. The position of Vice Chairman will need to be filled.

    We will be adding new members to the committee at the Anaheim meeting. Several individuals have requested to become corresponding members including:
    - Rusty Walker, Hill Phoenix
    - Robert Tanner, Hill Phoenix
    - Pradeep Bansal, University of Auckland, New Zealand

  8. Adjournment

    A motion to adjourn the meeting was made and seconded. A vote to approve the motion was unanimous.

    The meeting was adjourned at 4:15 p.m.
