  1. Welcome & Introductions (Group)

    Attendees introduced themselves and a sign-in sheet was passed around. A summary of the attendees is included at the end of these minutes.

  2. Review Scope / MBO’s / Agenda (Murray)

    1. ASHRAE’s Mission Statement: To advance the arts & sciences of heating, ventilating, air-conditioning & refrigerating to serve humanity and promote a sustainable world.
    2. ASHRAE Vision: ASHRAE will be the global leader, the foremost source of technical and educational information, and the primary provider of opportunity for professional growth in the arts and sciences of HVAC&R.
    3. TC 10.7 Scope: TC 10.7 is concerned with the application of standard and special refrigeration equipment to commercial food and beverage cooling, displays, vended and non-vended types, and storage. This includes special features, cabinet construction and establishment of application criteria.
    4. TC 10.7 MBO’s (Objectives)
      • The pursuit of technological advancement of commercial food and beverage display and storage equipment.
      • To provide engineering design and application knowledge and expertise to assure appropriate research is conducted to effectively support the Refrigeration Handbook chapters and standards for which we are responsible.
    Note: It is suggested for the new Chair to include an MBO for keeping the website updated. Note: Murray suggested that David Hinde (as incoming Chairman) may want to review and revise the TC’s MBO’s.

  3. Recognition of Liaisons & Announcements (Murray)

    1. Dennis Wessel – Program Committee Liaison – Dennis provided a handout with a summary of Program Committee activities
    2. Vic Penar – Research Committee Liaison – Attended but did not report. Hugh Henderson will become the new Section-10 Research Committee Liaison
    3. Refrigeration Committee Liaison – The TC had a brief moment of silence in memory of Lester Nakata. Cynthia Gage will be assuming the position of Refrigeration Committee Liaison effective July 1, 2007 and will no longer be able to serve as the TC10.7 Research Subcommittee Chair.

  4. Membership (Murray in lieu of John Gallaher)

    1. Determination of Quorum – A quorum was present with 6 voting members in attendance.
    2. Review of the Current Membership List
      • Through June 30th: Membership 41 (11 total voting – 9 Domestic and 2 International, 30 corresponding members)
      • Voting members: John Murray, David Hinde, Carl Roberts, Cynthia Gage, Massoud Neshan, Roger Wightman, Neil Monson, Bill Tritsis, John Rasch, International: Per Lundqvist, and Pradeemp Kumar Bansal)

      • New Membership Summary – Based on the attendance in Dallas & even Long Beach, the membership for the upcoming Society year will be 58 Total (10 total voting – 8 Domestic & 2 International, 48 corresponding members).
    3. New corresponding members:

      Ed Estberg had proposed one of his Refrigeration Engineers, Sam Cantrell, as a member of this committee. Sam has since been added and this will be reflected in the new roster submittal in January.

    4. The TC extended a huge thanks to Cynthia Gage and Hugh Henderson who are moving on to other ASHRAE activities – TC 10.7 hopes for their continued involvement (albeit at a reduced level).

  5. Review & Approval of the Draft Minutes from the 2007 Winter Meeting in Dallas (Murray in lieu of V. Anderson)

    The minutes from the Dallas meeting were reviewed and accepted with 3 minor modifications. Revised minutes will be distributed prior to the NYC meeting.

  6. Subcommittee Reports:
    1. Program Subcommittee (Hugh Henderson)
      • Status of Existing Programs (Long Beach)
        • TC 10.7 sponsored 2 programs in Long Beach
      • Seminar 62 - Refrigeration Systems Using Natural Refrigerants – Bob Tanner, Chair
      • Seminar 68 – Retrofit Technologies for Supermarket Refrigeration Systems & Display Cases – Van Baxter, Chair
      • Future Programs:
        • New York (Theme: Reaching New Heights in Net-Zero Energy Design)
        • Papers for NY Transactions were due for review April 6 with the completed program due date of August 3, 2007)
        • A Forum was suggested on experiences with alternative refrigerants
        • We discussed the following possibility – “are there any silver bullets for refrigeration systems for increasing energy efficiency?”
      • Seminar possibilities – We discussed a seminar w/ 2 speakers to discuss rulemaking on test standards.
      • Final Program Submission for NYC meeting:
      • Priority #1 – Seminar on New Federal Energy Conservation and Certification Requirements to be chaired by Bob Tanner
      • Priority #2 – Forum on Industry Experiences with Replacement/Retrofit Refrigerants – Bob Tanner to identify Chair
      • Program was Voted on and approved unanimously
        • Salt Lake City (Theme: Benchmarking: The Current Standard of Care)
      • Transactions papers are due for review September 28th, 2007 with the completed program due date of February 8, 2008.
      • The plans that ASHRAE had made to eliminate the funding for future chair-persons/moderators were reviewed and ASHRAE reverted back to the old policy.
    2. Research Subcommittee (Cynthia Gage)
      • About 15 people attended Sunday’s Research Subcomm. Meeting (new record)
      • Rule Change: RAC now allows Work Statement authors to bid for projects
      • Both ARI and CEC are soliciting ideas for projects to co-fund with ASHRAE
      • RP-1402 - Comparison of Vertical Display Cases – bids were received and a bidder recommendation has been made by the Project Evaluation Subcommittee – this will be discussed and voted on in a closed Executive Session at the end of this meeting. Volunteers to be on the Project Monitoring Subcommittee include Carl Roberts, Rob Uhl, Van Baxter, Mary Saroka, and Derrick Aller
      • RTAR-1467 - Balancing Latent Heat Load between Display Cases & Store Comfort Cooling – Work Statement is still in progress and will target the mid-December deadline for submission to RAC – author is Daryl Erbs with assistance from Mary Saroka and David Hinde. ARI has reiterated their support of this project through co-funding.
      • Future Action:
        • Solicit ideas from the TC membership/attendees. The TC agreed that potential energy savings using electronic valves and controls was worthy of future consideration.
    3. Handbook Subcommittee (Ramin Faramarzi)
      • The Refrigeration Handbook Chapter Revisions (chapters 46 and 47) for the 2010 edition will be due in July 2009 (i.e. it is not too early to begin the review process).
      • We are currently soliciting any comments on these chapters.
      • We will need a Handbook Subcommittee meeting during the Winter Meeting in NYC.
    4. Standards Subcommittee (Van Baxter)
      • Standard 72 – no new information
      • Standards 32.1 & 32.2
      • Standard 32.1 – 2004 - Methods of Testing for Rating Vending Machines for Bottled, Canned, and Other Sealed Beverages: The Standards Committee has approved the formation of an SPC to revise the standard as recommended by TC10.7. We have voted to recommend Michael Martin to chair the SPC. The SPC will be considering how to add the “sleep-mode” into the efficiency testing of this equipment. July 31, 2007 is the due-date for paperwork submission to define the SPC membership.
    5. Web Master (Carl Roberts)

      The TC 10.7 home page address is www.irc.wisc.edu/ASHRAE-TC107/ and can also be accessed through the ASHRAE website, or by typing "TC 10.7 home page" into a search engine such as Google.

  7. New Business & Addition to Agenda
    • The Research Subcommittee Chair position is still vacant and volunteers are needed
    • Bob Tanner agreed to take over as Program Subcommittee Chair.
    • Reminder that the Hightower Award is now for service beyond just the last year
    • Beyond SPC 147 a subcommittee has been formed under TC 3.8 (Refrigerant Containment) for reviewing guideline 147.
    • Rob Uhl solicited the TC for information he could share at the FMI Energy Conference.
  8. Adjournment:
