2004 ASHRAE Winter Meeting in Anaheim, CA
January 26, 2004

  1. Welcome and Introduction:

    The meeting was called to order by Chairman John Gallaher at 2:15 p.m. A sign-up sheet was circulated. Members and guests introduced themselves and their company affiliation.

  2. Review and Revise Agenda:

    Chairman Gallaher introduced the agenda. It was agreed that the nomination and approval of a Vice Chairman would be moved to the Membership section. No further changes were noted.

  3. Recognition of Liaisons and Announcements:

    No liaisons were present. No announcements were noted.

  4. Membership:

    It was determined that 6 of 11 voting members were present and constituted a quorum.

    The floor was opened for nomination for a Vice-Chairman of TC10.7. John Murray volunteered to assume this post.

    A motion to elect John Murray to the Vice-Chair position was made by John Gallaher and seconded by Rob Uhl. A vote on the motion was approved unanimously.

    Several corresponding members will be struck from the roster including Escher Kweller, Mike Palotsee, and Broderick Knoll.

    The committee is seeking volunteers to fill open membership positions. Persons interested in becoming either voting members or corresponding members should contact John Gallaher.

  5. Minutes: (D. Hinde)

    Written copies of the minutes of the TC 10.7 Meeting at the 2003 Annual Meeting in Kansas City were distributed for review prior to the 2004 Winter Meeting. Dave Hinde summarized the minutes. No changes were noted.

    A motion to approve the minutes as reported was made by John Murray and seconded by Buzz Schaeffer. A vote on the motion was approved unanimously.

  6. Committee Reports:
    1. Program Committee (H. Henderson)

      2004 Winter Meeting in Anaheim, CA

      One program sponsored by TC 10.7 was presented on Monday - Seminar 28, “Toward More Efficient Refrigerated Display Cases and Vending Equipment”

      The program was attended by about 55 people. Several interesting questions were asked and feedback was positive.

      2004 Annual Meeting in Nashville, TN

      Ramin Faramarzi suggested a Seminar topic on vending machines. A current research project at SCE could form one of the presentations. Van Baxter volunteered a possible contact at ORNL that could present. Fisher-Nickel may also be a source of one presentation. Michael Martin volunteered to chair such a program and may additionally have some contacts through the recent SPC committee work on vending machine standards. The perspective of an end user such as Coca-Cola or Pepsi was also suggested as an addition. A working title was formed as “Energy Efficiency Advances for Vending Machines”.

      Two Forums not used at the Kansas City meeting were offered as additional program possibilities and included “What’s Needed for Controls and Fault Detection for Commercial Refrigeration Installations” and “Self-Contained Systems and Energy Efficiency” Carlos Haiad, representing TC 7.5, offered that his committee is working on a Forum on “Refrigeration Controls” which could be combined and co-sponsored with our topic on controls and fault detection.

      A motion was made by John Murray to submit the following program package for the 2004 Annual Meeting:

      1. A Seminar titled “Energy Efficiency Advances for Vending Machines” chaired by Michael Martin.
      2. A Forum titled “What’s Needed for Controls and Fault Detection for Commercial Refrigeration Installations” chaired by John Gallaher and co-sponsored by TC 7.5.

      A vote on the motion was approved unanimously.

      2005 Winter Meeting in Orlando, FL

      Hugh Henderson has one paper which was delayed for a previous symposium either needs to be “set free” or this could be combined with other papers to form a Symposium for this meeting. A symposium can consist of up to 5 papers. Ramin proposed two papers from SCE projects, one on the energy efficient display case project, and one on secondary coolant vs. DX system comparisons. Van Baxter offered to chair such a Symposium. Draft papers are due by April 5, 2004, and Final Paper and a program submission are due to ASHRAE by August 6.

      A forum was proposed by John Gallaher on leak sites and leak rates for commercial refrigeration systems. A working title of “What are the Primary Sources of Leaks and Leak Rates” was proposed.

    2. Research Committee (C. Gage)

      TC 10.7 currently has two RTAR’s that have been approved for projects titled “Best Practices for the Start-Up and Operation of Commercial Refrigeration Equipment”, and “A Survey of Medium-Temperature Display Cases”

      The “Best Practices” project has been turned down by the research committee, but the RTAR is still considered active for two years so we can re-submit this with a new Work Statement. Mukesh Khattar had started formulating a Work Statement for the “Display Case” projects and we would like to continue support for this project.

      John Gallaher motioned to make the TC 10.7 research priorities:

      #1) “Best Practices for the Start-Up and Operation of Commercial Refrigeration Equipment”
      #2) “Optimization of Air Curtain Performance in Medium-Temperature Open Vertical Display Cases”

      The motion was seconded by M. Martin and a vote on the motion was approved unanimously.

    3. Handbook Committee (R. Faramarzi)

      Chairman Gallaher noted that ASHRAE is placing a heightened priority on the handbook chapter responsibilities and this should become the most important mission of our committee. A long-term vision for these chapters should be formed all our activities should support this.

      Ramin is currently looking for volunteers to assist with a critical chapter review. Volunteers included John Murray, Buzz Schaeffer, Dave Menninger, John Gallaher, David Wong, and David Hinde.

      Brian Krafthefer, the Handbook Liaison, noted that June 2005 is the deadline for voting on chapter revisions for inclusion in the 2006 handbook. Brian noted that teleconferences have proven very useful for other committees rather than trying to arrange meetings in between ASHRAE events.

      Ramin will try to arrange a meeting room during the Nashville meeting to discuss Handbook revisions.

      The 2005 handbook will be the first to be distributed with a PDF version included.

    4. Standards Committee (V. Baxter)

      Standard 117 - Method of Testing Closed Refrigerators
      This standard is published and available in the bookstore

      Standard 72 - Method of Testing Open Refrigerators
      This standard under revision has had the first public review approved by the standards committee and comments have been received. John Rasch reported on activities of the SPC -72 1998R. Responses to the received comments are being formed and will be refined in an upcoming teleconference. Buzz Schaeffer noted that we need to make sure all comments are dealt with properly to avoid unnecessary delays to the process.

      Standard 32.1 - Methods of Testing for Rating Bottled and Canned Beverage Vending Machines
      The latest revision of this standard recently finished a limited public review which generated 5 comments by 3 commentors and should be easily handled. Responses will be voted on by a letter ballot. A deadline of April 12 must be met for consideration for publication at the Nashville meeting. In addition, the EPA has expressed interest in referencing this standard for their Energy Star program.

      Standard 32.2 - Methods of Testing for Rating Pre-Mix and Post-Mix Soft-Drink Vending and Dispensing Equipment
      This standard is published and available in the bookstore.

    5. Webmaster (C. Roberts)

      A re-announcement of our new website address was made and is: www.TC107.ASHRAETCS.org

      The idea was shared to add the ASHRAE roster in PDF form to our site to reduce maintenance. Before this is done, several errors in members profiles need to be corrected. All members are responsible for keeping their biographical record up to date.

      A new website format has been released by ASHRAE and once this is implemented, there will be a link to our site from ASHRAE.org.

  7. New Business:

    Chairman Gallaher proposed forming a mission statement for our technical committee which would provide focus to our various activities. This would concentrate on development and enhancement of our Handbook chapters with other committee activities evaluated on the basis of how they can contribute to the Handbook content.

    FMI (the Food Marketing Institute) was brought up as a possible partner for research and a source of information from end users of equipment for both supermarkets and convenience stores. Chairman Gallaher will bring up this possibility at the next FMI planning meeting in March. Additionally, FMI could be a possible source of funding for research projects.

    For persons not actively involved in committee activities, brochures are available in the Meeting Registration area which provide information on function and duties of committee membership.

    The Purdue Compressor and Refrigeration Conferences will be held July 11-15, 2004.

    On April 14, 2004, Larry Spielbolgel, the Director at Large of ASHRAE, will host a satellite broadcast to request information on how we can help contribute to Homeland Security.

    Mukesh Khattar announced that ARI is working on a 20th Century R&D Program which is currently mainly focused on air conditioning projects. We need to find a way to increase the refrigeration involvement in this committee.

  8. Adjournment:

    A motion to adjourn the meeting was made and seconded. A vote to approve the motion was unanimous.

    The meeting was adjourned at 4:00 p.m.
