Meeting Minutes for TC 10.5

  1. CALL TO ORDER - 3:35 p.m.
  2. ESTABLISHMENT OF QUORUM

    A quorum was established with 7 of 10 voting members present. Voting Members attending: Ajay Chatlani, Garry Peakman, Brian Fricke, John Miranda, Ed Fuhrmann, Brian Simkins, and Gordon Follette. Voting Members absent include: Don Cleland (International Member), Bill Humm, Ron Vallort, Brian Webb.

  3. INTRODUCTION OF MEMBERS AND GUESTS

    Members and guests introduced themselves. Corresponding Members present include: Daniel Dettmers, Bryan Becker, George Briley, and Jim Elleson. Guests include: Dennis Halsey, Bernardo Cardenal, Anthony Radspieler and Claude Wilkinson.

  4. APPROVAL OF 27 JANUARY, 2004 (ANAHEIM) MEETING MINUTES

    VOTE 7-0: To approve the Anaheim meeting minutes

  5. AGENDA REVISION/ACCEPTANCE

    No changes.

  6. REPORTS AND DISCUSSIONS
    1. REPORTS FROM LIASONS
      • Vic Penar - Research
        Mr. Penar addressed the committee on RAC's latest efforts to improve the RTAR/Work statement submission process. We must now include the names of 3 bidders not related to the TC when submitting work statements. RTAR's due August 1st. Mr. Penar can be reached at RL10@ASHRAE.net
      • Tino Mendez - Handbook
        Mr. Mendez addressed the group during the middle of the research report on the efforts and updates of the Handbook committee. Handbook chapters must be complete by Denver, should have major reviews in by Orlando. Want to emphasize "Rules of Thumb". Mr. Mendez was also corralled into volunteering as a speaker for TC 10.5 in Orlando.
    2. PROGRAM - ED FUHRMANN
      • Report on Forum 13 at Nashville: Should ASHRAE Develop an Energy Simulation Model of a Refrigerated Warehouse
        • Mr. Chatlani and Mr. Dettmers reported on the results of the forum.
        • Approximately 20 attendees with lively discussion.
        • Consensus was that development by ASHRAE alone would be too expensive, especially for potential sales volume.
        • Instead, development should be by another outfit, who would determine the final capabilities based on their desires.
        • ASHRAE should focus on research that would provide the technical basis for any software developed. ASHRAE could also sponsor the development of design tools to look at components or portions of the system.
      • Program for the Winter Meeting in Orlando
        Several new ideas suggested by those present. Topics include:
        • Basic Design of the Cold Chain, including reefer trucks, reefer rail cars, the warehouse and the supermarket. Would require coordination with 10.6 & 10.7
        • Different models of blast cells or Blast cells in the modern refrigerated warehouse. Mr. Briley has information if needed
        • "Preferred Freezers Co.," has video of a warehouse being constructed.
        • Design Essentials of a high rise freezer
        • Rock wool insulated panels
        • Optimal lighting systems for refrigerated warehouses
        • Racking options including automated, seismic, pushback, etc.

        Seminar selected for submission to Orlando Meeting
        • Chair - John Miranda, BAC
        • Mike Silverstien, BAC => Condenser piping layout
        • Jim Elleson, IRC => IAQ in a Refrigerated Facility
        • Tino Mendez => Fire Suppression systems in a Refrigerated Facility
        • Claude Wilkinson => CFD Modeling of Blast Cells in Refrigerated Facilities
        • For Denver, Mr. Fuhrmann and Mr. Dettmers to contact TC 10.6 & 10.7 regarding the Basic Design of the Cold Chain seminar idea.
    3. RESEARCH - GORDON FOLLETTE
      • Update on PMS for 1214-TRP
        • Dr. Becker and Dr. Fricke were asked to leave the room.
        • PMS met Sunday, June 27.
        • PMS voted 3-0 to approve the final report of RP-1214. PMS also discussed turning it into an ASHRAE Special Publication.
        • The PMS stipulated that the document should be a living document that can be updated on a regular basis by committee members, guests and future research project contractors. The acceptance of any changes should be by vote of the committee.
        • Mr. Elleson provided the informational note that the Publications Committee leaves it up to the sponsoring Technical Committee to judge the technical merit of the report. They only edit for grammar and clarity.
      • MOTION - Motion to approve the document "Design Essentials of Refrigerated Facilities" as the final report submitted for the completion of ASHRAE Research Project 1214. Motion made by Gordon Follette. Seconded by Brian Simpkins.
        • Discussion:
          The consensus of the committee was that while many had hoped for more information, there is nothing wrong with the document and it provides more information then any other single document on refrigerated facility design. Many members of the committee considered key sections of the report to be better than what is available in the handbook.

      • MOTION - Send the results of 1214 to Publications Committee for publication. Motion made by Ajay Chatlani. Seconded by Ed Fuhrmann.
        • Vote 6 for - 0 against - 4 absent
          Vallort absent due to ASHRAE President-elect duties
          Brian Webb absent due to illness.
          Brian Fricke absent because of conflict of interest on the project.
          Bill Humm absent.
      • MOTION - Hold the final report of RP 1214 as a "living document" to be edited periodically as demanded by TC 10.5 and approved by TC 10.5. Motion made by Brian Simkins. Seconded by John Miranda.
        • Vote 6 for - 0 against - 4 absent
          Vallort absent due to ASHRAE President-elect duties
          Brian Webb absent due to illness.
          Brian Fricke absent because of conflict of interest on the project.
          Bill Humm absent.
      • Update on RTAR/Work Statements
        • Comparison of Refrigerated Warehouse Dock Construction Techniques. Consensus of those present was to kill the idea. If it still seems of concern to the committee, we should start from scratch.
        • Long Time Performance Characteristics of Insulated Panels. Again, the consensus of those present was to kill the idea.
      • Review/Revision of Long Range Research Plan/RTAR's
        The committee conducted a quick brainstorming session on ideas for new RTAR's. Ideas from the forum conducted at this meeting were also brought forward. Some of the ideas brought forward included:
        • Determination of optimal ceiling height.
        • Energy impacts of "Cool Roofs" on refrigerated facilities.
        • Developing "Design Tools". Pieces of software designed to analysis a component or system used in a refrigerated facility, but not the entire facility. Examples include: evaporator coil sizing vs. fan power, Condenser energy use vs. compressor - finding optimal values, performing heat load calculations on facilities that look at typical usage instead of just peak values.
        • "Anything" energy efficiency related

        Mr. Elleson and Mr. Follette will work together to develop an RTAR related to the "Design Tools" concept for submission to RAC by August 1st. Mr. Miranda will talk to IARW to see what research projects would be of value to them and what they would consider co-funding.
    4. HANDBOOK - BILL HUMM

      Bill Humm was not present. Dennis Halsey agreed to assist in these duties. We are in the homestretch on the handbook. We should have all major comments in by the Orlando meeting. Chapter 10 was completely overhauled for the last revision, but Chapter 13 may need help.

    5. WEBSITE - DANIEL DETTMERS

      The website has been updated and has a new look. There are also electronic copies of the two handbook chapters on the website to be downloaded and revised. There are also many past copies of the "Refrigerated Facilities Design" chapter on the site to download. Contact Daniel Dettmers for the Username and Password.

    6. CHAIR'S REPORT ON SECTION 10 - GARRY PEAKMAN

      Mr. Peakman covered the results of the Section 10 breakfast meeting. One new requirement was that subcommittee must be assigned. The new subcommittee's chairs and members are as follows:

      • Research - Chair Gordon Follette, Brian Fricke
      • Program - Chair Ed Fuhrmann, Daniel Dettmers
      • Handbook - Chair William Humm, Dennis Halsey, Bryan Becker, Brian Fricke, Claude Wilkinson
      • Standards - Chair George Briley
  7. ADJOURNMENT

    The meeting adjourned at approximately 5:47 p.m. Motion by John Miranda seconded by nearly everyone in attendance.
