VOTE 8-0: To approve the Orlando meeting minutes
  5. AGENDA REVISION/ACCEPTANCE
Agenda was modified to allow discussion on research topics before some members were to leave for IIR meeting.
  6. REPORTS AND DISCUSSIONS
    1. REPORTS FROM LIASONS
      1. Tino Mendez - Handbook
TC 10.5 was in good shape with all chapters reviewed and returned. All that was left was a checklist to verify all was completed. Mr. Peakman and Mr. Dettmers completed the checklist and returned it to Mr. Mendez.
      2. Ken Cooper - Program
Mr. Cooper addressed the group on proposed changes to the technical program including: 1.5 hours session instead of 2, symposiums consisting of only 3 speakers, using more technical papers in symposiums, dropping Wednesday sessions, etc. He was soliciting opinions regarding the potential changes. There will also be a change in the management of symposiums. All symposiums must be run through Manuscript Central. The TC will provide 2 reviewers while ASHRAE staff will find the third.
    2. RESEARCH - DANIEL DETTMERS for GORDON FOLLETTE
Mr. Dettmers handed out the brainstorming list of research ideas from the previous meeting, along with a copy of ASHRAE's Strategic Research Plan (draft). The group discussed two RTAR's (Research Topic Acceptance Request) that were drafted based on discussion at the Orlando meeting.
      1. RTAR #1 The Effect of Loss of Vapor Barrier Integrity on Insulation Performance, drafted by Dr. Cleland.
It was agreed that this topic was of interest to the technical committee and should be further pursued. The thought of combining this with 10.3's research on refrigerant piping insulation was discussed. The group felt they should not be run as a single research project due to the differences in application, insulation performance expectations and the variables to be investigated. Additionally, combining the two would result in a research project well in excess of $200,000.
Dr. Cleland will take all comments and re-write the RTAR for letter ballot to the committee. The time line is as follows:
July 8th: All comments to Don Cleland d.cleland@massey.ac.nz
July 22nd: Don Cleland sends final copy to Daniel Dettmers to send out with a letter ballot to committee members
July 29th: If approved, the RTAR is sent onto RAC
      2. RTAR #2 Refrigerated Facilities Doorway Infiltration Air Energy Reduction, drafted by Mr. Follette
Mr. Follette drafted the RTAR and sent it with a brief description to Mr. Dettmers to present to the group. The basic premise is to follow up the 1993 research sponsored by the committee to test further door types.
Again, the group agreed that this topic was of interest to the technical committee and should be further pursued. Dr. Cleland volunteered to provide comments to Mr. Follette on the document. It is hoped that the document can be turned around quickly enough to meet the same time schedule as the previous RTAR.
      3. Review/Revision of Long Range Research Plan/RTAR's
The committee developed a new Long Range Research Plan. The vote was 8-0 to accept the following:
        1) The Effect of Loss of Vapor Barrier Integrity on Insulation Performance
        2) Refrigerated Facilities Doorway Infiltration Air Energy Reduction
        3) Investigate Stratification and Other Operational Differences between Traditional and High-rise Refrigerated Facility Construction.
        4) Examination of the Effects of the Application of VFD's on Evaporators in Refrigerated Facilities.
        5) Further Research on Passive Operation of Refrigerated Facilities using 24 to 48 hour Shutdown Times.
        6) Benchmark Energy Consumption of Refrigerated Facilities.
Finally, a suggestion was made to ask Mr. Vallort to act as liaison between TC 10.5 and IARW/ICSCA/WFL to coordinate future research and establish potential co-funding opportunities. Though no formal vote was taken, there was no dissention to this idea among those present. Mr. Vallort was not present.
    3. PROGRAM - ED FUHRMANN
      1. No programs for this meeting.
Due to a mistake in the submission of the program that was to be co-sponsored by TC 10.5, 10.6, 10.7 and 10.9, the program was not scheduled. The program will has been pushed to Chicago with Mr. Dettmers' apologies to the committee and speakers.
      2. Programs for the Winter meeting in Chicago
In addition to the previous program, Mr. Fuhrmann will chair our annual Design Topics for Refrigerated Warehouses seminar for Chicago. Mr. Fuhrmann will round up all necessary speakers.
    4. HANDBOOK - GARRY PEAKMAN for DENNIS HALSEY
The handbook revision is complete, including all necessary letter ballot votes.
    5. WEBSITE - DANIEL DETTMERS
The website has been updated. Nothing new to report.
    6. CHAIR'S REPORT ON SECTION 10 - GARRY PEAKMAN
Mr. Peakman covered the results of the Section 10 breakfast meeting.
The Committee was asked to establish MBO's for the upcoming year. Two were decided upon:
      1. Establish official liaison with IARW and sister organizations.
      2. Reinstate the Refrigeration Cocktail Party
  7. ADJOURNMENT
The meeting adjourned at approximately 5:40 p.m.

Respectfully submitted,

Daniel Dettmers, Secretary
