2006 ASHRAE Annual Meeting in Quebec City
June 27, 2006 (3:30 - 6:00 pm)

  1. CALL TO ORDER – 3:42 p.m.

  2. ESTABLISHMENT OF QUORUM

    A quorum was established with 5 of 10 voting members present. Voting Members attending: Daniel Dettmers, Donald Siller, Ed Fuhrmann, Dennis Halsey, and Claude Wilkinson

    Voting Members absent include: Gideon Zeidler, Gordon Follette, Bernardo Cardenal, Donald Cleland (International Member), Ajay Chatlani and John Miranda

  3. INTRODUCTION OF MEMBERS AND GUESTS

    Members and guests introduced themselves.

    Corresponding Members present include: Ron Vallort, Brian Fricke, Garry Peakman, Todd Jekel and Ron Cole

    Guests include: Bryan Becker, Jim Kovarick, John Topliss, Scott Mitchell and Wayne Borrowman

    In the absence of both the chair and vice-chair, the meeting was conducted by the secretary, Mr. Dettmers.

  4. APPROVAL OF 28 JUNE, 2005 (DENVER) AND 24 JANUARY, 2006 (CHICAGO) MEETING MINUTES

    Motion to approve the minutes made by Fuhrman, 2nd Siller. Approved 5-0-0

  5. AGENDA REVISION/ACCEPTANCE

    No modification to the agenda.

  6. REPORTS AND DISCUSSIONS

    1. REPORTS FROM LIASONS

      1. Tino Mendez - Handbook

        No report other than anecdotal information conveyed by committee members.

      2. Ken Cooper – Program

        No report other than anecdotal information conveyed by committee members.

      3. S.A. Sherif – TAC

        No report other than anecdotal information conveyed by committee members.

      4. Daniel Dettmers – Refrigeration

        Mr. Dettmers reported on the activities of the ASHRAE Refrigeration Committee. Activities include: unexplained absence of the Refrigeration cocktail party despite the allocation of funds by Technology Council, efforts to revise the Ozone Depleting Substances Position Document and create a second PD for natural refrigerants, will officially submit the recommendation to ASHRAE that the new building renovation use a packaged ammonia chiller to provide cooling, and other items of lesser importance.

    2. RESEARCH - DANIEL DETTMERS for GORDON FOLLETTE

      The group discussed two RTAR’s (Research Topic Acceptance Request) that were submitted after the Chicago meeting. As listed below, RTAR 1434 was accepted and is ready to be turned into a work statement. RTAR 1433 was rejected by RAC for reasons that will be outlined in a forth coming letter. The information on the two RTAR’s is listed below. Copies of the RTARs can be found on the TC 10.5 webwite.

      1. RTAR 1434 Refrigerated Facilities Doorway Infiltration Air Energy Reduction, drafted by Mr. Follette

        The RTAR has been approved by RAC to be turned into a Work statement. Mr. Follette will be informed by Mr. Dettmers. The following volunteered to serve on the PES: Ron Vallort, Ron Cole, Garry Peakman, Brian Fricke. Gordon Follette will also be asked.

      2. RTAR 1433 The Effect of Loss of Vapor Barrier Integrity on Insulation Performance, drafted by Dr. Cleland.

        This RTAR has been rejected by RAC. A letter informing us as to the reasons is forthcoming.

      3. Review/Revision of Long Range Research Plan/RTAR’s

        The committee voted to revise the Long Range Research Plan in light of the approval status of the RTAR’s. Also, Mr. Dettmers and Mr. Mitchell are to investigate writing an RTAR for item #3. Motion made to revise the Long Range Research plan as listed below made by Siller. Fuhrmann 2nd. Approved 5-0-0

        It stands as follows:
        1) Refrigerated Facilities Doorway Infiltration Air Energy Reduction
        2) The Effect of Loss of Vapor Barrier Integrity on Insulation Performance
        3) Benchmark Energy Consumption of Refrigerated Facilities.
        4) Investigate Stratification and Other Operational Differences between Traditional and High-rise Refrigerated Facility Construction.
        5) Examination of the Effects of the Application of VFD’s on Evaporators in Refrigerated Facilities.
        6) Further Research on Passive Operation of Refrigerated Facilities using 24 to 48 hour Shutdown Times.

    3. PROGRAM - ED FUHRMANN

      1. Basics of the Cold Chain: Follow a Chicken from Slaughter to Grocery.

        This program, co-sponsored by TC 10.5, 10.6, 10.7 and 10.9, was considered a success by all who attended.

      2. “Design of Refrigerated Facilities for Cold Weather Climates.” was submitted for Quebec City but was not selected by the Society Program committee.

        Because the next meeting is in Dallas, it was decided that this was not an appropriate topic.

      3. Design Topics for Refrigerated Warehouses will be submitted for Chicago.

        Mr. Chatlani agreed prior to the meeting to moderate the session. Dr. Cleland and Dr. Tanner both volunteered to speak for the session. Dr. Fricke also agreed to present. Mr. Chatlani will coordinate the submission by the August 4th deadline.

      4. Potential topic for Long Beach was discussed.

        Mr. Peakmann volunteered to talk on Designing Racking for Seismic Issues. Mr. Topliss agreed to talk on Energy Reduction Strategy for Refrigerated Warehouse Sustainability.

    4. HANDBOOK - DENNIS HALSEY

      The handbook revision is complete, including all necessary letter ballot votes. A subcommittee was formed to review the handbook chapters and compare to the document produced by Dr. Becker and Dr. Fricke under RP-1214 to see if anything should be copied over to the handbook and to be certain the two documents agree. The committee is to send their findings to Mr. Halsey by October 1st. The volunteers and those volunteered include: John Topliss, Ed Fuhrmann, Ajay Chatlani and Gordon Follette.

    5. WEBSITE - DANIEL DETTMERS

      The website has been updated. Nothing new to report.

    6. CHAIR’S REPORT ON SECTION 10 - DANIEL DETTMERS FOR AJAY CHATLANI

      Mr. Dettmers reported on relevant information from the TC Chair’s breakfast meeting. Information included: ASHRAE’s strategic and sustainability plans, Members First! Newsletter, finding a TC to take charge of writing a chapter on carbon dioxide, and finally all ASHRAE members should update their bios as a new database is being brought on line that can only transfer bios revised within the last two years.

  7. ADJOURNMENT

    The meeting adjourned at approximately 4:45 p.m.
