  1. CALL TO ORDER – 3:32 p.m.

  2. ESTABLISHMENT OF QUORUM

    A quorum was established with 8 of 11 voting members present.

    Voting Members attending:, John Miranda, Daniel Dettmers, Donald Siller, Dennis Halsey, Ed Fuhrmann, Brian Fricke, Ron Vallort and Claude Wilkinson

    Voting Members absent include: Gideon Zeidler, Bernardo Cardenal, Garry Peakman, Silvia Estrada-Flores (International Member) and Don Cleland (International Member)

  3. INTRODUCTION OF MEMBERS AND GUESTS

    Members and guests introduced themselves.

    Corresponding Members present include: Jim Young, Scott Mitchell, Ramin Faramarzi, Doug Reindl, Bryan Becker, John Sluga, Jon McHugh, Richard Love, Doug Scott, Wayne Borrowman, Todd Jekel, Don Fenton and Hugh Crowther.

    Motion to approve the minutes made by Vallort, Follette. Approved 8-0-0 CV

  6. REPORTS AND DISCUSSIONS

    1. REPORTS FROM LIASONS

      1. Hugh Henderson – Research

        Don Fenton told us that the new research manual is on-line, authors of a workstatement can now bid and a fund is being created to even out inconstancies in research funding.

      2. Daniel Dettmers - Handbook

        Handbook revisions due January 2009 meeting

      3. None – Program

        No report.

      4. S. Sherif – TAC

        No report.

      5. John Sluga - Refrigeration

        No submissions for the Milt Garland or Comfort Cooling awards.

        George Briley award almost ready to go.

    2. SPECIAL DISCUSSION - GREENGUIDE FOR THE DESIGN, CONSTRUCTION, RETROFIT AND OPERATION OF SUSTAINABLE ENERGY EFFICIENT REFRIGERATED STORAGE FACILITIES – Hugh Crowther from Special Publications

      From time to time ASHRAE decides that a special need exists and they need to develop a publication like the AEDG’s (Advanced Energy Design Guides). Typically they find funding from DOE or another organization to fund it and then ASHRAE donates time and expertise to the document development.

      Hugh is here to talk about the GreenGuide for the Design, Construction, Retrofit and Operation of Sustainable Energy Efficient Refrigerated Storage Facilities. At the moment, TC 2.8, the “sustainability” TC has voted to be the cognizant/co-cognizant TC for the project.

      1.) Would 10.5 like to be another cognizant TC?

      2.) If yes, will 10.5 approve the SOW so we can get this on the books and chase money from CEC.

      3.) If we have a SOW, would we like to approve the proposed contractors?

      Question #1

      MOTION: Siller, 2nd from Vallort

      Move that 10.5 be the cognizant committee responsible for the development of a GREENGUIDE FOR THE DESIGN, CONSTRUCTION, RETROFIT AND OPERATION OF SUSTAINABLE ENERGY EFFICIENT REFRIGERATED STORAGE FACILITIES.

      Discussion: McHugh – The NWEffciency alliance has a 100 page efficiency document for refrigerated facilities. Is this a duplicate of this?

      Group – No, that is different. This document would not be a repeat of anything out in print.

      Dettmers - Clarified for the record that this proposal was looked at the last meeting, the TC did not vote to be cognizant but made several recommendations to the proposes regarding the outline.

      Other comments from the group:

      AEDG done by ASHRAE volunteers, with only travel paid for.

      No definition for the GreenGuide, except for one all ready written.

      AEDG specifically cite energy consumption. The Green Guide will probably get around that.

      Vote: 6-0-0 CNV

      Question #2

      He has a SOW and a Proposal in his hand. Can you do either of the following:

      1.) Ignore it now.

      2.) Push the work statement it through Tech council and get the ball rolling

      MOTION: Vallort, 2nd from Siller

      Move to approve the SOW as modified by the committee.

      Discussion:

      Vallort -I would prefer we take time to look at it because once it gets into the system we set a precedent and I would rather do it right the first time.

      Everyone agreed that we needed to look at it and discussion.

      Vallort - Can we leave submitter blank or switch it to the committee

      Crowther -Yes…that would be best.

      Halsey - Perhaps we can move to fast without much thought…but if we can edit it after submission to move forward.

      Crowther - Others change their SOW all the time, change their focus…etc.

      Siller - Yes, I ‘m not comfortable with how this proposed scope looks and we will need to edit the verbage at a later time.

      Vote 6-0-0 CNV

      Question #3

      The committee decided not to act upon the selection of the contractor until a committee headed by Don Siller had a chance to further refine the SOW.

    3. RESEARCH - GARY PEAKMAN
      1. WS 1434 Refrigerated Facilities Doorway Infiltration Air Energy Reduction, drafted by Mr. Follette

        Dettmers will finish the paperwork and get it submitted

      2. RTAR 1433 The Effect of Loss of Vapor Barrier Integrity on Insulation Performance, drafted by Dr. Cleland.

        Need to obtain comments from RAC so authors can resubmit.

      3. Review/Revision of Long Range Research Plan/RTAR’s

        The committee evaluated the list and decided and took volunteers to write up RTARs for the ideas. They current order and committee member with responsibility is as follows:

        1. Refrigerated Facilities Doorway Infiltration Air Energy Reduction (Follette, WS status)
        2. The Effect of Loss of Vapor Barrier Integrity on Insulation Performance (Peakman, RTAR)
        3. Dock Dehumidification Techniques (On hold)
        4. Benchmark Energy Consumption of Refrigerated Facilities. (Gallagher)
        5. Investigate Stratification and Other Operational Differences between Traditional and High-rise Refrigerated Facility Construction. (Follette)
        6. Examination of the Effects of the Application of VFD’s on Evaporators in Refrigerated Facilities. (McHugh with Follette, Miranda and Vallort)
        7. Further Research on Passive Operation of Refrigerated Facilities using 24 to 48 hour Shutdown Times.

    4. PROGRAM - ED FUHRMANN
      1. Dan is planning on submitting a program involving LEED certification of Refrigerated warehouses. Potential speakers include Doug Reindl, Doug Scott and Jon Mchugh.
      2. The topic for the Chicago meeting is Sustainable Urban Design. Ron Vallort will come up with some good ideas for the meeting.
    5. HANDBOOK - DENNIS HALSEY

      There was no action on the task to compare the refrigeration handbook chapters to the book created by WS1234 by Dr. Becker and Dr. Fricke. Need everyone to review publication and offer suggestions.

    6. WEBSITE - DANIEL DETTMERS

      The website has been updated. Nothing new to report.

    7. CHAIR’S REPORT ON SECTION 10 - Jon Miranda

      The bulk of the information was presented to attendees in other meetings and was skipped in favor of time.

  7. SPECIAL PRESENTATION ON WALK-INS – RAMI ARAMARZI

    Southern Cal. Edison has funds to study walk in coolers and have a 10 x 20 walk in cooler to experiment on. Looking for ideas and guidance on what should be studied and look at the results.

    Reindl suggested adding an adhoc on walk in coolers to the agenda to make sure it is on the table.

    The meeting adjourned at approximately 5:55 p.m.
