2005 ASHRAE Winter Meeting in Orlando, Florida
February 8, 2005 (3:30 - 6:00 pm)

  1. CALL TO ORDER - 3:35 p.m.
  2. ESTABLISHMENT OF QUORUM

    A quorum was established with 10 of 15 voting members present. Voting Members attending: Garry Peakman, Daniel Dettmers, Brian Fricke, John Miranda, Donald Cleland (International Member), Ed Fuhrmann, Brian Simkins, Gordon Follette, Bernardo Cardenal, and Claude Wilkinson. Voting Members absent include: Bill Humm, Ron Vallort, Donald Siller, George Briley, and Brian Webb.

  3. INTRODUCTION OF MEMBERS AND GUESTS

    Members and guests introduced themselves. Corresponding Members present include: Ajay Chatlani, Bryan Becker,Gideon Zeidler, Dennis Halsey. Guests include: Phil Rowland, Tino Mendez, Philip Nowicki, David Tanner, Timothy Maltz, Jeff Berge, Ken Cooper.

    Mr. Peakmann asked the committee to take a moment to remember the passing of Brian Webb. His dedication to this committee and ASHRAE will be missed.

  6. REPORTS AND DISCUSSIONS
    • REPORTS FROM LIASONS
      1. Vic Penar - Research
        Mr. Penar addressed the committee on RAC's latest efforts to improve ASHRAE research. Mr. Penar spoke of the RAP workshops and ASHRAE's Strategic Research Plan being assembled by the Research Advisory Panel. RTAR's due August 1st. They will now be reviewed 3 times per year instead of only once. Mr. Penar can be reached at RL10@ASHRAE.net
      2. Tino Mendez - Handbook
        Mr. Mendez addressed the group to report on the efforts and updates of the Handbook committee. TC 10.5 should have Chapter 10 (11) complete by March 9th and Chapter 13 (14) complete by March 16th. There is the possibility of asking for an extension. The ASHRAE board now has an "Opportunities Fund" to provide the budget for "special projects" that could not be worked into the normal budget cycle. The Handbook committee asks TC's to consider adding video, animation, spreadsheets, etc. to the enhanced handbook. Mr. Mendez was also thanked for volunteering to speak in TC 10.5's seminar on Sunday in Orlando.
    • PROGRAM - ED FUHRMANN
      1. Report on Forum 13 at Nashville: Should ASHRAE Develop an Energy Simulation Model of a Refrigerated Warehouse
        Mr. Chatlani and Mr. Dettmers reported on the results of the forum. Approximately 20 attendees with lively discussion. Consensus was that development by ASHRAE alone would be too expensive, especially for potential sales volume. Instead, development should be by another outfit, who would determine the final capabilities based on their desires. ASHRAE should focus on research that would provide the technical basis for any software developed. ASHRAE could also sponsor the development of design tools to look at components or portions of the system.
      2. Report on Seminar 4: Design Topics for Refrigerated Warehouses by John Miranda, seminar chair.
        Over 30 people in the room. Went well, despite having a couple of last minute speaker changes.
      3. Program for the Annual Meeting in Denver
        Mr. Dettmers is coordinating a seminar tentatively called Refrigeration Basics of the Cold Chain. It will follow a piece of food as it progress through the freezing, transport, distribution and commercial display process. The seminar will be co-sponsored by 10.6, 10.9 and 10.7. Program submission is due February 18th.
      4. Programs for the Winter meeting in Chicago
        Mr. Chatlani will be in charge of coordinating our annual Design Topics for Refrigerated Warehouses seminar for Chicago. A suggestion was made to focus on low temperature refrigerants and low temperature design options. All interested speakers are asked to contact Mr. Chatlani.
    • RESEARCH - GORDON FOLLETTE
      1. Update on 1214-TRP
        Mr. Follette informed the committee that 1214 is complete and has been accepted by ASHRAE. The only remaining obligations are to submit a Technical Paper to ASHRAE and work with ASHRAE Special Publications to turn the final report into a publishable document. The Technical Paper has been submitted and is currently progressing through the technical review process. Dr. Becker and Dr. Fricke have been working with ASHRAE Special Publications to edit the text and pictures to turn the document into a publishable manual.
      2. Review/Revision of Long Range Research Plan/RTAR's
        In light of the fact that TC 10.5 does not have any current pending research projects, work statements or RTAR's, Mr. Follette assembled a list of research topics that have surfaced in TC 10.5 in the past few years. The committee then brainstormed to come up with this list, presented in no particular order:
        • Validate "Rules of Thumb" utilized for cold storage warehouse load calculations and equipment application. (co-ordinate with TC 10.8)
        • Combine three former topics to address controlling humidity levels in the warehouse. The three former items on the LRRP are:
          • Guidelines for Selection of Evaporators for High Humidity Applications for Refrigerated Storage Facilities.
          • A Study to Determine the Costs and benefits of Electrically Heated Fast Acting Doors vs. Vestibules.
          • Simulations of Cold Storage Facility Evaporator Placement for Optimum Operations.
        • Determine parameters where external thermal storage may be suitable for refrigerated storage facilities.
        • Develop an evaporator fan cycle computer program minimizing energy consumption while maintaining set point conditions.
        • The Thermomass Wall system---Criteria for use and application.
        • Comparison of refrigerated warehouse dock dehumidification techniques.
        • Guidelines for selection and operation of evaporators for high humidity applications for refrigerated storage facilities.
        • Best practices-insulation and construction techniques that have stood the test of time: 30, 40 and 50 years.
        • CFD modeling of medium temperature loading docks.
        • Research methods to recycle bleed water from evaporative condensers. (co-ordinate with appropriate TC)
        • Wall panels and vapor barriers - Research best practices of construction.
        • Comparison of methods to control the atmosphere in the insterstial space above refrigerated facilities through the use of mechanical means, ventilation, and proper vapor barrier installation.
        • Typical moisture migration patterns in insulated facilities when the vapor barrier is compromised.
        • Comparison of CO2 cascade systems and the use of secondary refrigerants for ultra-low temperature refrigerated storage facilities versus traditional ammonia systems.
        • Benchmark energy consumption of refrigerated facilities.
        • Determination of optimal design and operation of evaporator penthouses.
        • Research methods to reduce thermal bridging in tilt-up concrete panels.

        Mr. Follette and Dr. Cleland will prepare an RTAR based on #2. Mr. Wilkinson will prepare an RTAR based on #12 with assistance from Mr. Dettmers and his co-workers. Mr. Peakmann, Mr. Tanner and Dr. Cleland will prepare an RTAR based on a combination of #11 and #13. The RTAR's are to be completed in time for the Denver meeting, at which point the committee will vote on two to send forward to RAC for approval.
    • HANDBOOK - BILL HUMM

      Mr. Humm has asked to step down as a voting member of TC 10.5 due to changes in his workplace responsibilities. Mr. Halsey, who works with Mr. Humm, agreed to assume the duty of Handbook chair. In the new handbook, chapter 10 will become chapter 11 and chapter 13 will become chapter 14. Chapter 10 is nearly complete. Mr. Follette will check with Dr. James Thompson at U.C. Davis to see if there is anything that should be updated. Chapter 13 has a few changes, most notably to a section require 6 air changes per hour to interstial spaces above refrigerated spaces regardless of the height of the interstial space. Mr. Dettmers will re-write that section. All others on the committee are asked to review chapter 13 and submit changes to Mr. Halsey by February 21st. Mr. Halsey will incorporate the changes and re-distribute it by March 14th. The committee will do a letter ballot to approve both chapters on or about March 21st.

      • Action Item 1: Mr. Dettmers will contact Mr. Mendez to ask for an extension on the due date of both chapters.
      • Action Item 2: Mr. Follette will contact Dr. Thompson at U.C. Davis.
      • Action Item 3: Mr. Dettmers will send an electronic copy of both chapter 10 and 13 to all members of the committee by February 14th.

      The website has been updated. Nothing new to report.

    • CHAIR'S REPORT ON SECTION 10 - GARRY PEAKMAN

      Mr. Peakman covered the results of the Section 10 breakfast meeting. The committee voted 10-0 to support the refrigeration committee in their nomination of George Briley for the George Hightower award.

    • ROLLOVER ROSTER

      The following roster changes will be made by Emergency Roster request to take place immediately. There was no dissension from these decisions from the committee:

      • Remove Brian Webb as a voting member due to passing.
        Remove William Humm as a voting member at his request.

      The following Voting Members will roll off starting July 1st, 2005:
