2007 ASHRAE Winter Meeting Meeting in Dallas, Texas
Jan 30, 2007 (3:30 - 6:00 pm)

  1. CALL TO ORDER – 3:36 p.m.

    A moment of silence was observed in the memory of the passing of Ron Cole and his contributions to both ASHRAE and the industry.



  2. ESTABLISHMENT OF QUORUM

    A quorum was established with 5 of 10 voting members present. Voting Members attending: Ajay Chatlani, Daniel Dettmers, Donald Siller, Dennis Halsey, Garry Peakman, Brian Fricke and Claude Wilkinsonn

    Voting Members absent include: Gideon Zeidler, Gordon Follette, Bernardo Cardenal, Ron Vallort, David Tanner (International Member) and John Miranda

    Motion to approve the minutes made by Siller, Peakman. Approved 6-0-0 CV, Fricke absent

  6. REPORTS AND DISCUSSIONS

    1. REPORTS FROM LIASONS

      1. Vic Penar – Research

        Took information on WS to be submitted and inquired as to any further questions.

      2. Daniel Dettmers - Handbook

        ASHRAE sponsoring a review by industry leaders from outside of ASHRAE. Results should be ready by Long Beach meeting.

      3. None – Program

        No report other than anecdotal information conveyed by committee members.

      4. None – TAC

        No report other than anecdotal information conveyed by committee members.

      5. Daniel Dettmers – Refrigeration

        Mr. Dettmers reported on the activities of the ASHRAE Refrigeration Committee. Activities include: REF’s vote against proposed reduction in the reimbursement to Technical Program Speakers, ODS and Natural Refrigerant Position Documents, Webinars being offered to chapter level, master database of speakers being compiled for chapter/regional use, formation of George Briley ASHRAE Journal Refrigeration article award and no winner for the Milt Garland award.

        This report prompted a motion for TAC by Stiller, Wilkenson

        “10.5 requests that TAC recommend to Technology Council that the Board of Directors to rescind the new Program Registration policy and the reduction in compensation it provides to organizers and presenters in the Society level Technical Session.”

        Vote 6-0-0 CV, Fricke absent

    2. PROGRAM - ED FUHRMANN

      1. Seminar 55: Energy Efficient Refrigerated Storage and Transport System Design

        This program, co-sponsored by TC 10.5 and 10.6 is scheduled for Wednesday.

      2. Submission for Long Beach: “Design Essentials for Refrigerated Storage Facilities.”

        Brian Fricke, Bryan Becker and John Topliss to speak.

      3. Submission for Long Beach: “Specific Design Considerations for Refrigerated Facilities.”

        Garry Peakmann, ASI employee and Niagara blower employee to speak.

      4. Potential topics for New York and beyond.

        In conjunction with 10.7 & 10.9, look at product requirements for frozen/chilled goods during transport, storage, distribution, etc. Don Cleland in charge.

        Case study on the effectiveness of passive operation of refrigerated storage facilities.

    3. RESEARCH - GARY PEAKMAN
      1. RTAR 1433 The Effect of Loss of Vapor Barrier Integrity on Insulation Performance, drafted by Dr. Cleland.RTAR 1434 Refrigerated Facilities Doorway Infiltration Air Energy Reduction, drafted by Mr. Follette

        Comments to RAC’s latest letter need to be drafted and the RTAR adjusted accordingly.

        Action Item 1: Mr. Peakman will check with Mr. Penar to obtain the latest comments from RAC.

        Action Item 2: Mr. Peakman will check with other T.C.’s for support or corresponding status on this RTAR.

      2. WS 1434 Refrigerated Facilities Doorway Infiltration Air Energy Reduction, drafted by Mr. Follette

        Dr. Cleland drafted a work statement, which was voted on by the committee.

        Motion to approve WS 1434 made by Wilkinson, Siller. Approved 7-0-0 CV

        Action Item 3: Mr. Dettmers to get a copy of the WS along with a letter ballot form to Mr. Siller to distribute to TC 10.8 for voting.

      3. Review/Revision of Long Range Research Plan/RTAR’s

        Dr. Jekel moderated a Section 10 research session and brought the following ideas to TC10.5:

        • Determine the Energy Footprint or Refrigerated Facilities
        • CFD Modeling or Air Distribution in Cold Storage
        • Cool Roofs on Cold Storage
        • Dock Humidification Control

        The Committee approved the LRRP. It stands as follows:

        1. Refrigerated Facilities Doorway Infiltration Air Energy Reduction
        2. The Effect of Loss of Vapor Barrier Integrity on Insulation Performance
        3. Dock Dehumidification Techniques
        4. Benchmark Energy Consumption of Refrigerated Facilities.
        5. Investigate Stratification and Other Operational Differences between Traditional and High-rise Refrigerated Facility Construction.
        6. Examination of the Effects of the Application of VFD’s on Evaporators in Refrigerated Facilities.
        7. Further Research on Passive Operation of Refrigerated Facilities using 24 to 48 hour Shutdown Times.

        Motion to approve LRRP made by Siller, Pekaman. Approved 7-0-0 CV

        Action Item 4: Mr. Dettmers to find the RTAR and WS on dock dehumidification techniques use that was developed around 2000. This may become #3 on LRRP is it still looks viable.

        Action Item 5: Mr. Dettmers to find the RTAR developed by TC 10.7 on benchmarking energy use in supermarkets. Mr. Dettmers is also tasked with finding any current data available on energy use in warehouses and other related refrigeration systems.

    4. HANDBOOK - DENNIS HALSEY

      There was no action on the task to compare the refrigeration handbook chapters to the book created by WS1234 by Dr. Becker and Dr. Fricke. Mr. Wilkinson volunteered to join the effort.

      From previous minutes: “A subcommittee was formed to review the handbook chapters and compare to the document produced by Dr. Becker and Dr. Fricke under RP-1214 to see if anything should be copied over to the handbook and to be certain the two documents agree. The committee is to send their findings to Mr. Halsey by October 1st. The volunteers and those volunteered include: John Topliss, Ed Fuhrmann, Ajay Chatlani and Gordon Follette.”

    5. WEBSITE - DANIEL DETTMERS

      The website has been updated. Nothing new to report.

    6. CHAIR’S REPORT ON SECTION 10 - AJAY CHATLANI

      The vice chair is to take a more active role in the future.

      There was a suggestion from TAC that section 10 TC’s consider merging to reduce the amount of administrative time spent. Conversation ensued about the possibility of joining 10.5 and 10.9.

    7. ROLLOVER ROSTER

      The new roster was approved for the 2007-08 year. The new executive committee is as follows:
