2006 ASHRAE Winter Meeting in Chicago
January 24, 2006 (3:30 - 6:00 pm)

  1. CALL TO ORDER – 3:38 p.m.

  2. ESTABLISHMENT OF QUORUM

    A quorum was NOT established nor was established at any point during the meeting with 5 of 12 voting members present plus one internal member. Voting Members attending: Daniel Dettmers, John Miranda, Donald Cleland (International Member), Ed Fuhrmann, Ajay Chatlani, and Claude Wilkinson

    Voting Members absent include: Brian Simkins, Gideon Zeidler, Gordon Follette, George Briley, Bernardo Cardenal, Dennis Halsey and Donald Siller

  3. INTRODUCTION OF MEMBERS AND GUESTS

    Members and guests introduced themselves.

    Corresponding Members present include: Ron Vallort, Brian Fricke, Garry Peakman, Todd Jekel, Randy Theen and David Tanner

    Guests include: Tino Mendez, Ken Cooper, John Sluga, Bryan Becker, S.A. Sherif and Timothy Maltz

    No vote was taken due to lack of quorum

  6. REPORTS AND DISCUSSIONS
    1. REPORTS FROM LIASONS
      1. Tino Mendez - Handbook

        TC 10.5 has completed all obligations to the 2006 Refrigeration handbook. All chapters are in order and he thanks the committee for their hard work.

      2. Ken Cooper – Program

        Mr. Cooper addressed the group on proposed changes to the technical program including: 1.5 and 1 hour sessions, symposiums and technical sessions being wrapped together, etc. Despite having the seminar submitted for Chicago cancelled, he encouraged 10.5 to continue to submit programs.

      3. S.A. Sherif – TAC

        Dr. Sherif informed the committee that he needed our rollover roster and a list of our MBO’s.

      4. Daniel Dettmers – Refrigeration

        Mr. Dettmers reported on the activities of the ASHRAE Refrigeration Committee. Activities include: efforts to develop a textbook, creation of a lending library to get the Society Technical program DVD out to the chapters, and the re-instating of the Refrigeration Cocktail party for Quebec City.

    2. RESEARCH - DANIEL DETTMERS for GORDON FOLLETTE

      The group discussed two RTAR’s (Research Topic Acceptance Request) that were submitted after the Denver meeting, but returned by RAC. It was agreed upon by the committee that very little was needed to clean up the RTARs. Rather the questions sent down by RAC needed to be answered, the relevance to the ASHRAE Strategic Plan needed to be bolstered, and the RTARs needed to be resubmitted with a vote from all members of the committee.

      1. RTAR #1 The Effect of Loss of Vapor Barrier Integrity on Insulation Performance, drafted by Dr. Cleland.

        Dr. Cleland and Mr. Follette will respond to RAC with answers to their questions. Mr. Chatlani will contact TC 4.4 to see if they would support this RTAR. Mr. Dettmers to send out the revised RTAR to the committee for a vote from ALL voting members upon Mr. Follette and Dr. Cleland’s revisions.

      2. RTAR #2 Refrigerated Facilities Doorway Infiltration Air Energy Reduction, drafted by Mr. Follette

        The RTAR is now supported by TC 10.8, as voted upon at the Chicago meeting. Dr. Cleland and Mr. Follette will respond to RAC with answers to their questions. Mr. Chatlani will pursue Tyson, Inc. for “in-kind” support by asking them to provide facilities for experimentation. Dr. Jekel to talk to IARW regarding financial support of the RTAR. Mr. Dettmers to send out the revised RTAR to the committee for a vote from ALL voting members upon Mr. Follette and Dr. Cleland’s revisions.

      3. Review/Revision of Long Range Research Plan/RTAR’s

        The committee did not revise the Long Range Research Plan. It stands as follows:

        1) The Effect of Loss of Vapor Barrier Integrity on Insulation Performance
        2) Refrigerated Facilities Doorway Infiltration Air Energy Reduction
        3) Investigate Stratification and Other Operational Differences between Traditional and High-rise Refrigerated Facility Construction.
        4) Examination of the Effects of the Application of VFD’s on Evaporators in Refrigerated Facilities.
        5) Further Research on Passive Operation of Refrigerated Facilities using 24 to 48 hour Shutdown Times.
        6) Benchmark Energy Consumption of Refrigerated Facilities.

    3. PROGRAM - ED FUHRMANN
      1. Basics of the Cold Chain: Follow a Chicken from Slaughter to Grocery.

        This program, co-sponsored by TC 10.5, 10.6, 10.7 and 10.9, was scheduled for Tuesday morning. The program was considered a success by those present in the room.

      2. Design Topics for Refrigerated Warehouses was not scheduled for Chicago

        Mr. Dettmers looked into the reason. It was simply stated that Society Program Committee did not have enough slots. The Committee decided to hold the topic until the next winter meeting. Dr. Cleland and Dr. Tanner both volunteered to speak for the session.

      3. Topics for Quebec City

        Mr. Chatlani agreed to moderate a 3 person seminar titled, “Design of Refrigerated Facilities for Cold Weather Climates.” Mr. Miranda agreed to find one of his staff members to speak. Mr. Peakman also agreed to speak. It was suggested that Mr. Chatlani talk to Ron Cole, or Ted Martin to find another speaker.

    4. HANDBOOK - DENNIS HALSEY

      The handbook revision is complete, including all necessary letter ballot votes.

    5. WEBSITE - DANIEL DETTMERS

      The website has been updated. Nothing new to report.

    6. CHAIR’S REPORT ON SECTION 10 - AJAY CHATLANI

      Mr. Chatlani reviewed our choice of meeting time with those present, but a better meeting time could not be agreed upon. It was decided to maintain the present meeting time for another meeting to see if the number of voting members present improved.

      The Committee re-iterated their MBO’s for the 2005-06 year. Two were decided upon:

      1. Establish official liaison with IARW and sister organizations.
      2. Reinstate the Refrigeration Cocktail Party.
      3. Keep website up-to-date and full of relevant information for the Refrigerated Facilities industry.

    7. ROLLOVER ROSTER

      The roster for the ASHRAE 2006-07 year was approved by the voting members present as follows:

      The following International Member was added:
      David Tanner

  7. ADJOURNMENT

    The meeting adjourned at approximately 5:10 p.m.
